I sent an email to the Mall of America asking where to line up and when do the doors open, and here is the response:

On Friday, August 8 the doors on the West Side of the mall will be open at 7am. People will not be allowed to begin standing in line until this time. If you arrive before 7am Mall of America Security will ask you to leave the property and return at 7am. The Best Buy is located on level 3 on the West Side of the Mall.

New Kids On The Block — five now fully-grown men who forever defined what the modern boy band would look and sound like — are back together for the very first time in nearly a decade and a half! "The Right Stuff" really is — at long last — returning to your block.

Help Best Buy continue their Grand Opening Celebration with a special performance and autograph signing by New Kids on the Block. Reserve a place in the autograph line by pre-ordering the New Kids on the Block CD at Best Buy Mall of America. Pre-order "The Block" for $9.99, starting at 10 a.m., Friday, August 8. Limited-edition autograph passes will be issued with pre-orders on a first-come, first-served basis. Quantities are limited.

Performance & Autograph Signing Guidelines:

You must pre-order The New Kids on the Block CD "The Block" at the Best Buy Mall of America location (W340) starting at 10 a.m. on Friday, August 8. A limited number of Best Buy/New Kids on the Block wristbands will be distributed. You will need this wristband to enter the Rotunda for the performance & autograph signing. Wristbands will be distributed inside of the Best Buy Mall of America location beginning at 10am.

Mall of America staff must verify that you have purchased the pre-sale CD before you will be allowed to enter the autograph line. You must have a Best Buy/New Kids on the Block wristband to enter the Rotunda. Only 1 wristband per laminate will be allowed.
Laminates and wristbands will be limited to 4 per person. Wristbands are non-transferable. NO EXCEPTIONS.

Anyone 12 years of age or older must have a laminate and a Best Buy/New Kids on the Block wristband to enter the Rotunda. NO EXCEPTIONS.

When you enter the autograph line, please remain single file.
If you want to keep your space in line, you must stay in line. You may leave the line to use the restroom or get food for a short period of time. One person in your party must stay in line.
If you choose to leave for an extended period of time, you must go to the end of the line when you return.

The New Kids on the Block will not be signing memorabilia. You will be asked to put away items as you approach the stage.
Personalization will not be all allowed.

No posed photos of the band will be allowed. All cameras will need to be put away once you approach the stage.

People wearing wristbands that have been tampered with in any way will not be allowed through the autograph line.

A special needs area will be available for guests. Only 1 additional guest will be allowed in this area. Please inform a Mall of America representative upon your arrival and we will escort you into this area. Space will be limited and will be filled on a first come first serve basis.

PARENTAL ESCORT POLICY: We welcome all youth to Mall of America®, however on Friday and Saturday evenings youth under 16 must be accompanied by an adult 21 years or older from 4 p.m. until close. One adult may supervise up to 10 youth. Anyone 21 years or younger should be prepared to show a current valid driver's license, state identification card, passport, or Mall of America employee identification card during the Parental Escort hours.
